Abstract
This article provides a systematic administrative and legal analysis of integrating artificial intelligence systems into executive authorities under digital transformation. Through the prism of international and national experience, it examines the legal boundaries of algorithmic governance, the inviolability of discretionary powers, and safeguards for citizens' subjective rights in digital administrative acts.
